By making college and other forms of education both accessible to and successful for all, we hope to help break the intergenerational cycle of poverty that prevents families and communities from opportunities to reach their full potential.
The Senior Technology Officer will envision, develop and implement external technology strategies in support of the Foundation’s US Program (USP) goals. This role will work across the US Program in delivery of this objective and will report directly to the President, USP. Primary responsibilities:
• Define and shape the external technology strategy and requirements related to strategic initiatives, grant development and partners. o Lead a cross-functional team responsible for data and technology strategic initiatives. o Formulate complete strategies, design programs and work across teams to execute ideas for key technology and data opportunities. Includes technology standards definition and improving the capacity of the information technology function in pre-kindergarten through Grade 20 Education. o Envision and conceptualize complex investment opportunities and design all of the components; develop new strategies, collaborations and implementation plans to ensure long-term sustainability and impact, including building external capacity to accomplish initiatives. o Develop technology related requirements and specifications to ensure that the technology approaches come together in a way that integrates and complements the program strategies where applicable. o Proactively manage competitive solicitations for selected strategic objectives. o Develop the technology related requirements and specifications for selected grants and contracts to meet strategic objectives, working with program staff o Serve as a partner and expert technical resource to program staff in working with their grantees/partners to facilitate accomplishment of strategic objectives (determining key milestones, metrics, assessing progress against the same, problem solving where appropriate, etc. for the technology related areas). • Represent the technology aspects of strategies with senior management of the Gates Foundation. • Use influencing and consulting skills to ensure that the best work gets done by the teams and virtual teams in pursuit of initiative goals. • Role works across and in support of the entire US Program and leverages the resources from these teams to accomplish objectives. The role will report to Allan Golston, President of US Programs.
• Fifteen or more years experience in technology oriented roles preferably within a technology oriented business. • Computer Science, mathematics, engineering or other technical degree required. • Strategy, Program and Product Development o Led the development of business and technology supported strategies. Some topics of specific interest include mobile computing, standards and interoperability, IT organization effectiveness, open source and open content development, social networking and personalization technology. o Experience with database, networking, and enterprise systems, applications, and technologies. Plus for experience with educational or school information systems. o Significant project and program management experience. Proven ability to oversee and manage multiple concurrent projects. o Has led technology product development programs, preferably with consumer oriented products. Experience in shipping and delivering software products and technologies across the lifecycle – from scoping, to writing technical specifications, to managing the execution and successful release. o Has served as an evangelist and partner developer to create external participation and partner ecosystem for technology programs. o Ability to clearly synthesize and distill complex technical concepts into clear, actionable direction and advice for senior program staff. • Systems Integration and Sourcing Background o Systems integration experience of integrating multiple, heterogeneous, multi-vendor applications, data and processes within an operating entity and between operating entities (B2B). o Multiple business application implementations, such as ERP implementations, with program leadership, scoping, proposing and quality assurance background. Specific experience in school information systems and related education systems is a plus. • Proven ability to lead cross-organization technology vendor due diligence and selection projects. Led negotiations and vendor sourcing evaluations. • Ability to communicate and collaborate effectively with both technical audiences and business audiences. • Experience in US Education sector a plus but not required.
